Nuwara Eliya travel guide: tea, Horton Plains, Hakgala and cold nights
Nuwara Eliya is the one hill-country stop that asks you to change your packing list. At the end of the tea slopes the air turns cold, the lake is wrapped in mist by evening and the plateau of Horton Plains rises behind the town. The Kandy to Ella train stops at Nanu Oya, so the question is whether to get off. This guide helps you decide how many nights to give it, which sights fill them, how to visit a tea factory and how to reach the town by rail and road.

- Suggested time
- 2 nights
- Where to stay
- Nuwara Eliya town for the lake and the early drive to Horton Plains
- Season and timing
- The central highlands are cool and relatively dry from January to April according to Sri Lanka Tourism; Hakgala's flowers peak from mid-March to the end of April, and World's End is clearer from January to March.
The short answer
Book two nights in Nuwara Eliya, reached by train at Nanu Oya on the Kandy to Ella line; the stop adds two nights to the ten-day loop between Kandy and Ella. Give one morning to Horton Plains, when World's End is usually clear, and one day to Gregory Lake, Hakgala Botanic Gardens and a tea factory. Two key prices: a foreign adult pays LKR 3,540 at Hakgala (checked on 16 October 2026), and a reserved second-class seat from Kandy to Nanu Oya is LKR 1,200 in the railway's 2022 table, with a 5% fee when you book online. Reserve the train first, then book the Horton Plains day permit on the wildlife department's ePermit.
How long to stay, and where to sleep
Nuwara Eliya is a tea town in the hills, and the Kandy to Ella line stops at Nanu Oya. The town sits in tea country, with a lake 1 km away, a botanical garden 9.5 km away and the Horton Plains plateau 32 km behind it. Whether to stop is a question of time.
Book two nights. That gives one early morning for Horton Plains and one unhurried day for the lake, the garden and a tea factory, and it leaves the train journey in and out as the rest of the trip. The line you arrive on runs from Kandy to Ella, and each town has its own guide: our Kandy guide and our Ella guide. A single night works only if you skip Horton Plains. Three nights suit you if you want to walk the plantation roads.
Cold is the main thing to pack for. The town sits at around 1,868 m. The Hakgala Botanic Gardens page gives a range of 3°C to 15°C at 1,745 m, and the town and Horton Plains (2,100 m) sit higher, so expect it colder there. Bring warm layers and a waterproof: thick mist and heavy afternoon and evening downpours are more frequent from October to December, while January to April is pleasantly cool and relatively dry in the central highlands. Our best-time guide sets that against the rest of the island's calendar.
Book a room in the town; our where-to-stay guide covers rooms there. Nuwara Eliya town puts you 1 km from Gregory Lake, 9.5 km from Hakgala and 32 km from Horton Plains, which makes the early drive simplest to arrange.
Gregory Lake, Hakgala Botanic Gardens and the town
Gregory Lake is a 91-hectare lake in Magastota, 1 km from the town, made in 1874 when the British governor Sir William Gregory dammed the Talagala and Nanu Oya streams; the Central Province tourism department calls it a famous recreation spot. Visitors come for boating, ballooning, cycling, floating restaurants and pony rides, and for the sunsets over the hills. Treat it as a late-afternoon walk. No official page publishes entry or boat prices, so pay each operator on the day.
Hakgala Botanic Gardens are the better half-day. The gardens were founded in 1861 to promote cinchona cultivation and now cover about 28 hectares in terraces under Hakgala Rock, facing the Uva Valley, with views across to the Madulsima and Namunukula ranges. You walk a compact circuit past a central lily pond, a bulb garden opened in 1924, flower borders, a rose garden, a fernery shaded by tall trees and mosses, with the woolly tree fern of Sri Lanka, a glass house and an arboretum of native and endemic trees. The best display of annual flowers and roses is from about mid-March to the end of April, the Nuwara Eliya season, when thousands of visitors come for the spring blooms, so book the room as soon as your dates are fixed if you travel in those weeks.
The gardens are open daily from 7.30 AM to 6.00 PM, with ticketing until 5.00 PM, all 365 days. When we checked on 16 October 2026, the gardens' page listed these per-visit tickets for overseas visitors: LKR 3,540 for an adult (older than 12), LKR 2,360 for a student with proof, and LKR 1,770 for a child aged 5 to 12.
The town itself is the "Little England" of the hills: a retreat favoured by 19th-century British colonizers, with colonial architecture that includes the Grand Hotel and cottages set in manicured gardens. Victoria Park was named in 1897 to mark Queen Victoria's Diamond Jubilee and began as the research field of the Hakgala garden. The Nanu Oya River runs through it in a string of small lakes, birdwatchers come for the Indian Blue Robin and the Kashmir Flycatcher, and at the far end are a children's playground and a miniature railway you can ride. No official page publishes the Victoria Park fee or hours; ask at the gate.

A tea factory visit
A tea visit is the other reason to come. The stop to make is Damro Labookellie Tea Centre, formerly Mackwoods Labookellie, on the Peradeniya to Badulla highway, which the Central Province tourism department calls the oldest tea centre in Sri Lanka. The factory makes white and black tea, and the tour follows plucking, withering, rolling, fermentation, firing and sorting and grading. No official page lists the Labookellie visitor price or opening hours; ask at the centre.

Horton Plains and World's End
Horton Plains is the day out that decides how the trip feels. At 2,100 m it is the highest plateau on the island, extending over 3,169 hectares of open meadow and cloud forest that ends at the cliff of World's End, an escarpment that drops 880 m. On a clear morning you look down on the tea villages in the valley and out towards the southern coast. The area became a national park in 1988, and large herds of sambar deer are typical.
The visitor centre is the starting point of the 9 km main hike, a circular route that takes about 3 hours. After the meadows the path runs for about 2 km through a thin stretch of cloud forest. Early and late the plateau is cold, so wear long trousers and a sweater, but it warms up quickly, so carry a hat too. World's End is often hidden by fog unless you arrive early, especially from April to September; the best time is 6 am to 10 am, before the clouds roll in, and January to March is the clearer stretch. Plan to leave Nuwara Eliya in the dark.
Three road routes lead in: 32 km from Nuwara Eliya via Ambewela and Pattipola, 38 km via Hakgala, Rendapola, Ambewela and Pattipola, and 38 km from Haputale or Welimada via Boralanda and Ohiya. Travellers on the Kandy to Badulla line can also get off at Ohiya, from where the park entrance is 8 km away on the Central Province tourism page and a 10 km tuk-tuk ride on Sri Lanka Tourism's.
Sri Lanka's tourism authority names Horton Plains among the parks covered by the wildlife department's online permit, so book it on the Department of Wildlife Conservation's website: open eServices, then Day Visitor ePermits, choose the date and the park, enter every person in the group including drivers and guides, enter the vehicle details, pay, and keep the receipt. The printed permit is mandatory to enter the park. Reservations close once the daily maximum for the park is reached. Horton Plains is a Department of Wildlife Conservation park, and the Department sets the fees in Gazette 2292/11, applying from 2 September 2022; that link was dead when we checked on 17 October 2026, and the ePermit shows no amount until you choose a park and date; the charge depends on the park, the group and the vehicle. No official page gives the park's own gate hours; the permit conditions let permit holders enter between 5.00 am and 6.00 pm and require them to leave by 6.30 pm.

Getting to Nuwara Eliya by rail and road
Nanu Oya is the Nuwara Eliya stop on the Main Line, where a branch line was once laid to serve the tea plantations around the town. No official page gives the road distance from the station into town or the drive times from Kandy and Ella, so arrange the car from the station with your hotel when you book. From Colombo, Sri Lanka Tourism puts Nuwara Eliya 165 km away; the railway's tables put Nanu Oya 98.1 km from Kandy and 207.06 km from Colombo Fort. Hire a car with a driver; the transport guide covers driver hire and fuel.
When we checked on 17 October 2026, the railway's 2022 seat-reservation table, in force since 1 August 2022, listed a reserved seat from Kandy to Nanu Oya at LKR 2,000 in first class, LKR 1,200 in second and LKR 900 in third, and from Colombo Fort at LKR 2,500, LKR 1,700 and LKR 1,200. The table figure is the price of the seat itself, as the railway's own booking guide shows, and booking online adds a 5% fee. Seats open 30 days before travel and close 2 hours before departure. Without a reservation, ordinary tickets from Kandy cost LKR 850, LKR 450 and LKR 220, and from Colombo Fort LKR 1,450, LKR 750 and LKR 360, on fares last updated in September 2022.
The railway's leaflet of January 2024 lists reserved second class on the Podi Manike and the Udarata Manike, and prints no Kandy departure or Nanu Oya arrival for them. It also lists one train that ends at Nanu Oya: the daily Tikiri Manike, leaving Colombo Fort at 12.40 PM and reaching Nanu Oya at 09.19 PM, with a return from Nanu Oya at 06.00 AM to Colombo Fort at 01.47 PM. Air-conditioned first class is its only reserved class, so second class on it is an ordinary ticket. The leaflet also lists a daily mixed train from Kandy at 03.35 AM to Badulla at 02.28 PM, with a first-class observation saloon and third class.
The railway's home page says train services from Badulla to Nanu Oya have resumed after the Ambewela to Nanu Oya section, damaged by Cyclone Ditwah, was restored. The railway's notice for 20 June 2026 (a Sinhala and Tamil scan) schedules trains between Nanu Oya and Badulla and lists no Colombo or Kandy trains, so check the booking site's train list for your date. A through train from Kandy to Ella is not certain: the fallback is Kandy to Nanu Oya, then Nanu Oya to Ella, LKR 1,200 each in second class. France Diplomatie (page of 27 September 2026) warns of floods in the hills even outside the monsoon.

Onward to Ella, and what the stop costs
Nanu Oya to Ella is 64.54 km in the railway's station table, and a reserved seat is LKR 2,000 in first class, LKR 1,200 in second and LKR 900 in third. The notice lists the 1005 leaving Nanu Oya at 09.00 AM and reaching Ella at 11.27 AM daily; the 1015 leaving at 02.30 PM and reaching Ella at 04.57 PM except on Wednesdays; and the Ella Odyssey 1043, on Wednesdays only, leaving Nanu Oya at 01.00 PM and reaching Ella at 03.21 PM, each with first-class and second-class reserved seats. The days and times here are the notice's. Rooms are in our where-to-stay guide; the figures below are this stop's own costs for two travellers, with the 5% online fee on each rail booking.
- Hakgala Botanic Gardens: LKR 7,080 (LKR 3,540 each).
- Kandy to Nanu Oya, second class: LKR 1,200 a seat, LKR 2,400 for two, plus the 5% fee of LKR 120.
- Nanu Oya to Ella, second class: LKR 1,200 a seat, LKR 2,400 for two, plus the 5% fee of LKR 120.

Practical questions
How many nights do you need in Nuwara Eliya?

How cold does it get?
Cold: Hakgala Botanic Gardens, at about 1,745 m, has a range from 3°C to 15°C and a fresh climate somewhat like an alpine one, and the town and Horton Plains sit higher. Bring warm layers and a waterproof for the afternoon downpours that are more frequent from October to December.
Which station do you use for Nuwara Eliya?
Nanu Oya on the Main Line, 98.1 km from Kandy and 207.06 km from Colombo Fort. The last stretch into town is by road.

When is World's End clear?
Early in the morning, between 6 am and 10 am, and in the clearer months of January to March; fog often hides the view unless you arrive early, especially from April to September.
What does Hakgala Botanic Gardens cost for foreign visitors?
When we checked on 16 October 2026, the gardens' page listed LKR 3,540 for an adult older than 12, LKR 2,360 for a student with proof and LKR 1,770 for a child aged 5 to 12, per visit.
Can you visit a tea factory near Nuwara Eliya?
