Singapore layover: Changi, Jewel, city visits and overnight rooms

A Singapore layover begins with the connection itself: which terminal you need, where your baggage is going and whether you can enter the country. Changi's transit facilities can turn a wait into a proper rest, while Jewel sits on the public side of immigration. A city excursion is a further choice, with two transport journeys and departure formalities still to complete. Make that distinction before booking a room or filling the gap with attractions.

The short answer

Stay airside for a short connection; for an overnight layover, book one airport night and choose a public-area room only if you can enter Singapore. Let your onward flight requirements, baggage arrangements and terminal determine the usable break. Jewel requires immigration clearance, while a city visit also needs return transport and departure time. If those pieces leave a comfortable margin, choose one compact outing; otherwise use a transit room or lounge and keep the connection simple.

Establish what your connection requires

Changi Airport's transit guide says a transit passenger has both flights in the same booking itinerary and checked luggage tagged through from the origin to the final destination. Confirm those arrangements with your airline, particularly when the flights were bought separately. If you must enter Singapore to collect baggage or tickets and check in again, the entry requirements apply even when you would prefer to remain in transit.

Build the usable break from the time you reach the terminal, not simply the scheduled landing-to-takeoff interval. Your onward airline's check-in and boarding requirements, transfer desk visit, gate and any change of terminal all use part of that gap. There is no single city-excursion minimum that works for every flight, passport, baggage arrangement and traveller.

With an onward boarding pass, follow signs towards the next gate and complete the required security screening. Without it, Changi directs passengers to the appropriate transfer desk first. Find that route before choosing a meal, lounge or outing, so the relaxing part of the layover has a clear endpoint.

Entering Singapore is a separate decision

As checked on 11 October 2026, ICA requires every traveller to hold an individually issued valid travel document, with at least six months' passport validity except for Singapore passport holders. Use ICA's nationality and travel-document visa lookup before planning a landside visit. A visa does not guarantee admission, and your permission to enter is separate from the convenience of having a connecting flight.

The SG Arrival Card is free and must be submitted within three days, including the arrival day, before entering Singapore. Travellers transferring without immigration clearance are exempt; the resident exemption for land-checkpoint arrivals does not remove the requirement for an airport arrival. The card is not a visa, and ICA's public-health requirements also apply when you enter during a layover.

The Visa-Free Transit Facility has specific nationality, document and onward-travel conditions; it is not a general exemption for anyone with an air ticket. If your plan depends on that facility, read ICA's full conditions before leaving the transit area. If entry is not available to you, keep all room and activity bookings airside.

Choose Jewel when you want to stay near the airport

Jewel Changi Airport is in the public area and directly connected to Terminal 1. Transit passengers must clear arrival immigration to visit, so Jewel is not an airside shortcut between flights. Terminals 2 and 3 have pedestrian links; from Terminal 4, use the airport's public shuttle arrangements and include the return to your departure terminal in the plan.

On 11 October 2026, Jewel's getting-there page listed the building as open 24 hours, with most shops operating 10:00–22:00 and selected businesses keeping different hours. Building access does not mean every attraction, restaurant or shop is open when you arrive. Choose the visit for the facilities operating during your break, and keep the boarding pass and return route readily accessible.

Jewel suits a meal, a gentle wander and a change of setting without adding city transport. It is still a landside visit with immigration and departure procedures, so keep it modest if your connection leaves little slack. An airport-only outing can be the more enjoyable choice when you are tired or carrying cabin luggage.

Keep a city outing compact, or use the organised tour

If entry, baggage and flight timing leave room for the city, select one district and an easy return route. A waterfront outing or a heritage walk can give the break a clear purpose without turning it into a sightseeing race. The airport MRT connects through Tanah Merah or Expo; a taxi or booked car may suit your group better when luggage or the onward timing makes changes unattractive.

Changi's Free Singapore Tour offers a more structured option. On 11 October 2026, eligibility required a transit or transfer passenger with through-checked baggage and a 5.5–24-hour layover, plus a flight schedule meeting that tour's reporting and onward-departure requirements. The guided tours last 2.5 hours; those programme conditions do not establish a safe minimum for a self-organised city visit.

You can prebook one tour itinerary up to 50 days ahead, with walk-in places dependent on availability. Report to the airside tour booth at least 90 minutes before the tour starts, and remain in transit until registration. The tour still requires eligibility for Singapore entry and the appropriate documents; it is unsuitable for wheelchair or pushchair users.

Decide where the bags stay before you leave

Through-checked luggage and a bag you must reclaim lead to different layover plans. Ask the airline where the checked bag will be delivered and when onward check-in opens. Keep travel documents, medication and the belongings you need for the connection with you.

Changi's baggage-storage directory, checked on 11 October 2026, lists 24-hour storage on both the public and transit sides, including public-area facilities at Jewel and transit counters in all four terminals. Stored items are inspected and restrictions apply. Pick a counter on the side of immigration you can reach before departure, and allow time for collection.

The Free Singapore Tour has additional baggage rules: bulky or wheeled cabin baggage, alcohol and duty-free items must go into paid airside baggage storage before tour check-in. Electronic devices cannot be stored for the tour and must be carried. A free tour can therefore still involve a storage charge and a collection stop.

Book the correct side of immigration for an overnight

For an overnight connection, an airside room can preserve sleep without adding Singapore entry and return formalities. On 11 October 2026, Changi listed Changi Transit Hotel in the departure transit areas of Terminals 1 and 3, and Ambassador Transit Hotel in Terminal 2; its instructions say not to clear immigration when staying at these hotels. Book the terminal and time block that fit your flights, then leave room for the onward gate journey.

The same official page announces that the Terminal 2 Ambassador operation will become Changi Transit Hotel from 3 November 2026, with stays from that date booked through Changi Transit Hotel. Use the operator named for your stay date. Room availability, booking duration and cancellation terms belong to that specific reservation, so settle them before paying.

YOTELAIR Singapore Changi Airport is different: it is in Jewel's public area and requires clearing immigration. Jewel's hotel page lists day cabins bookable from four hours, as well as overnight stays. Choose it when you are eligible to enter and want Jewel access; choose an airside room when the priority is staying within the connection. A city hotel makes more sense when the stop has become an intentional Singapore visit with time for both transfers.

Let the terminal and time of day shape the rest

Changi's complimentary Skytrain connects Terminals 1, 2 and 3 in public and transit areas, with walking alternatives. Terminal 4 has separate complimentary shuttles; using its transit shuttle requires an itinerary through-checked to the final destination. Find the current boarding point before resting in another terminal, and leave room for the onward security process and walk to the gate.

A late-night city return needs a different plan from a daytime excursion. Changi warns that most MRT and bus services do not run through the night, while taxis and private-hire cars remain available around the clock. A room close to the airport can save two journeys that would otherwise eat into your sleeping time; free airport rest areas and pay-per-use lounges offer alternatives when a bed is unnecessary.

Choose the layover you will enjoy finishing

For a compact connection, make a meal and rest the whole plan. With room for immigration but limited appetite for travel, choose Jewel. With a comfortable gap after accounting for every flight procedure, choose one city district or a tour whose schedule fits; with an overnight gap, book the appropriate airport room before deciding whether sightseeing still appeals.

Keep the return decision visible throughout the outing. Rain, traffic, tiredness or a changed gate can make the original plan less attractive, and none of those require you to complete a sightseeing list. The successful layover is the one that leaves you ready for the next flight, with the correct bags, documents and terminal already accounted for.

Practical questions

Can I leave Changi Airport during a layover?

You can plan a visit if you meet Singapore's entry requirements and your flight, baggage and return arrangements leave enough time. Work backwards from the airline's check-in and boarding requirements to allow for entry, both transport journeys and departure procedures.

Can I visit Jewel without clearing immigration?

Jewel is in the public area, so transit passengers must clear arrival immigration and enter Singapore to visit. It is directly connected to Terminal 1, with pedestrian links from Terminals 2 and 3.

Do I need an SG Arrival Card for a Changi layover?

Airside transit or transfer without immigration clearance is exempt. If you enter Singapore from the airport, submit the free SG Arrival Card within three days including arrival day, and meet the separate visa and entry requirements.

Which Changi hotel can I use without entering Singapore?

Changi lists airside rooms at Changi Transit Hotel in Terminals 1 and 3 and, until its announced operator change, Ambassador Transit Hotel in Terminal 2. Book the correct operation for your stay date; Jewel's YOTELAIR is public-side and requires immigration clearance.

Who can join the Free Singapore Tour?

The programme is for eligible transit or transfer passengers with through-checked baggage, a layover within its published range and flights matching the chosen tour's reporting and departure conditions. Remain airside until registration, prepare the required entry documents and read the baggage and accessibility rules before booking.

Can I store cabin luggage during a layover?

Changi lists baggage storage in public and transit areas, with inspection and item restrictions. Choose a counter that fits your departure route; the Free Singapore Tour specifically requires storing bulky or wheeled cabin baggage while carrying electronic devices.
