Philippines 21 days: Cebu, Bohol and one Palawan cluster
Three weeks permits a second regional cluster, but it still does not make every Philippine island a convenient stop. This plan combines Cebu and Bohol with one focused El Nido stay. The inter-region connection is a booking decision that must be solved before the route is committed. Coron, Siargao and mountain Luzon are alternatives to that second cluster, not extras hidden in the same days.

The short answer
Use days 1–4 in Cebu, days 5–10 for Bohol including its transfer, days 11–12 for the verified Palawan connection and arrival, days 13–18 in El Nido, days 19–20 for the final gateway return and buffer, and day 21 for departure. If the actual flights cannot support this sequence, retain more time in the first cluster instead.
Days 1–5: begin with one complete region
Use Cebu’s first days for arrival, city heritage and a slower meal-led day. Keep a fourth day flexible or choose a separately verified local outing. A Quest city base is an actual hotel example; a Mactan beach stay would be a distinct hotel decision.
On day 5 complete the carrier-confirmed Bohol transfer, including the road approach to the wharf and the arrival road journey to Panglao. OceanJet’s route list supplies a lead, not the sailing you must book.
Days 6–10: Bohol deserves different kinds of day
Choose a countryside day, a coastal day and a separate conditional marine outing. Leave time between them for meals and weather changes. The regional food candidates include kalamay, peanut kisses and tableya; these sweets and drinks require a separate main-meal plan.
Use day 10 to prepare the next connection. Confirm the actual airport, luggage rules and hotel approach for each part. A national destination list is not evidence of a direct Bohol–El Nido flight. Checked on 3 October 2026, the carrier transition notice does list an El Nido–Bohol connection category, but it does not confirm a seat, nonstop service or schedule on your travel date.

Days 11–18: solve the connection, then enjoy El Nido
Days 11–12 are reserved for the real inter-region journey, including an overnight if separate tickets need it. Search current carrier routes before paying for the Palawan hotel. If travelling through PPS, allow the confirmed road leg; if using ENI, verify current airline and gateway arrangements.
Spend days 13–18 at the El Nido base with a priority island outing early, a possible second verified excursion and several land or quiet days. Cadlao is a grounded town-side hotel example. Marine access, conditions and package inclusions still require trip-date checks.

Days 19–21: leave the second cluster deliberately
Use day 19 for the agreed exit from Palawan and day 20 for the gateway buffer or a short local day compatible with it. Match both to the international flight you actually hold. Do not assume Manila MNL and Clark CRK are interchangeable final stops.
If the route changes, shorten the optional excursion list before spending the return reserve. Day 21 is for departure rather than a new island crossing. Extra time improves flexibility but cannot guarantee every weather-sensitive activity.

Practical questions
Is a direct Bohol–El Nido flight established here?
The carrier notice checked on 3 October 2026 lists an El Nido–Bohol connection, but this plan does not establish a date-specific nonstop booking. Verify the actual sequence before paying.
Can I add Siargao as well?
Treat it as an alternative cluster or rebuild all transfers; it is not a spare-day addition.
Are days 11–12 wasted?
They acknowledge complete transfers and separate-ticket needs instead of hiding them in sightseeing days.
Can the final gateway be Clark?
If your tickets use CRK, plan it explicitly; it is separate from Manila MNL.
